    Start by clarifying what you mean by settings, I.e. what do want to
    achieve and what equipment do you have?

    There is no difference in "settings" for 3G and 2G. If your device is in
    range of the 3G network and you have a correctly provisioned 3G USIM
    then you will have access to 3G speeds. If you don't, you won't.
