Since the introduction of the Communications Act 2003, service
providers can no longer refuse a PAC due to an overdue balance.
Providing that your number has not been disconnected (as opposed to
just barred) for non-payment, then the PAC should be issued.
Are there any service providers that ignore the Act and still refuse to
provide the PAC if there is an overdue balance?
