Hi
If anyone has a O2 contract, you can cancel now penalty free. This is what
you must do:
Write a simple letter to their disconnections department (USE ROYAL MAIL
RECORDED DELIVERY)
Write in your letter that because O2 has changed your terms and conditions
using charging for ringing 07744 & 07755 numbers that this put`s you at a
disadvantage under clause 8.4 c of your terms.
At the moment O2 let you ring 07744 & 07755 numbers out of your free x
minutes, but from the 1st July they will charge you 25p a minute.
This is your get out of contract free.

Are they bound to give you a PAC code? It would be a bit of an "own goal" if
you lost your number. If you had never dialled the codes in question could
they not argue that you are not materially disadvantaged at all?

Does this apply only to offline contracts or are the new charges applicable
to online contracts as well?

Not only that, but, given that these new terms have been in place for
over a week and were (presumably) notified to all appropriate
customers well before that, could they not argue that those customers
who haven't (yet) complained are deemed to have accepted the terms.
In other words, how long after the notification of the change, or the
actual change can O2 claim people to have accepted the change even if
they do try to complain.

8.4 You may end this Agreement by giving us written notice if:
(a) we break this Agreement in any way and we do not correct the situation
within 7 days of your request;
(b) we go into liquidation or a Receiver is appointed over our assets; or
(c) we increase Charges for your Inclusive Calls or your monthly line rental
charge or change this Agreement to your significant disadvantage, provided
you give us a minimum of 30 days written notice (and provided you notify us
within one month of our telling you about the changes). This does not apply
where the increase or change relates solely to Additional Services in which
case you may cancel, or stop using, that Additional Service.
In the situations described in 8.4 above paragraph 8.3 will not apply.

So, I guess now the question is... when did O2 tell their
customers....
I seem to recall there was some discussion on the charging of 07744
(etc) numbers on O2 a few weeks ago... in which case, surely the 30
day period referred to in the T&Cs quoted above has since passed and,
as such, all customers are now deemed to have accepted the change.

Sorry, maybe I wasn't being very clear there. What I meant to say was - are
the alterations to call costs applicable to online as well as offline
tariffs?

This would only work if you are a user of those numbers. O2 will check
your bills I would imagine.

My welcome letter is dated 6th July (although they started billing me on
30th June), my terms & conditions are dated April 2006. Neither piece of
paper mentions 07744 or 07755 numbers...

Excuse my ignorance but what exactly are 07744 or 07755 numbers? Are they
billed as premium rates or something as I thought all 07xxx numbers were all
the same?

They're classed as "mobile access numbers"; usually you can use them as
a stepping stone to call international numbers but only be charged at
mobile rates; if you have inclusive minutes then you are effectively
getting free international calls.
