Yes there is (see my other reply) and you're completely missing the point !
The idea is to protect against the sale of phones which have *already* been
reported stolen - because if your phone was nicked, you'd be reporting it pretty
much instantly.
The fraud that is someone selling you a phone and then reporting it stolen, is a
completely seperate issue. This is purely fraud - not the sale of stolen goods !
