I think you'll find they can't
Take branding off, yes, unlock no, not unless they have
someone with access to the service provider database
emma3 + auth dongle (se service solution, only available to SE service
centres)
or if they desolder flash, read/write then solder flash back, which I
personally would want more than £15 for and I very much doubt someone on a
boot sale will do!
