User is busy, or phone has been reported lost/stolen would be my guess.
What network are you dialling?

Voice call >> data (fax) number, or in error an ISDN data number.

It means that the called number cannot accept your call. Call another
number.

This is a 'friends' mobile. It's been available up until the past two
days. Can you block individual numbers then?

Is it on the '3' network?
I suspect the line is tos (temporary out of service) possibly reported
lost / stolen.
