European Union countries and lawmakers reached a preliminary deal on
Tuesday on cutting the cost of using a mobile phone abroad in one of the
most popular initiatives ever to come out of Brussels.
The price cap for consumers in the first year would be set at 49 euro
cents (33 pence) a minute, exclusive of sales tax, for making calls
abroad and 24 euro cents for receiving them.
These would fall to 46 cents and 22 cents in the second year and to 43
cents and 19 cents in the third year, respectively.
