I guess it means that your application has been suspended for the time
being, pending credit checks ,or somthing like that...?
Who is this message from? Maybe you could call or email them and ask them to
clarify the situation?

It means that the network needs to carry out further checks before the
dealer are authorised to go ahead and process your connection. Maybe.
