0871 is not a premium rate number according to any sensible definition of
the term premium. Your argument is circular. T-Mobile charges 10p a minute
for calls to 0871 (hardly premium) and Virgin similarly charges 15p a
minute. If you define premium according to the nonsensical charges that some
operators - such as Orange - inflict upon customers for calling an 0871
number then you are correct. The question remains however - why is Orange
charging 35p a minute for all 0871 numbers?

    Yes there is. Profit.

Why would a telco want you to be encouraged to use a callthrough
    number?

Aside from the fact that the Orange pricing structure penalises calls to all
0871 numbers - and not just call through numbers - there's also the issue
that the charge is simply scandalous.

Why should it be any business of the service provider that I elect to use
0871 numbers for their call through facility?

    Then don't use Orange...

If I was in the business of selling phone calls, I wouldn't want to
provide you with a cheap way of bypassing my billing platform for, say,
    international calls.

And, if they charge you for it, dispute it by *first* asking how much they
cost, and when they tell you those numbers don't exist point out that
they've billed you for calling a non-existent number and therefore can you
get a full refund on the call (since, if it doesn't exist how can they
bill you for it?) Doing it in that order is important, though.
