Why not ?

I've diverted my payg Orange to my Contract T-mobile without any problem.

Orange PAYG don't do call divert - very few PAYG networks do.

I've just tried setting a divert on my Orange PAYG to another number -
and it don't work.

Also ...... Orange contract phones don't allow divert to a 'foreign'
number - another 'simplification' :-(

Well, I must be mistaken then. However, the phone next to me is diverted
to my other mobile. And, funnily enough, it's on Orange.

Orange PAYG does not allow diverting, other than to voicemail.

No you haven't. It's not possible.

You may have the OVP Virgin tariff? This is not PAYG, it's pay monthly
and as such has the full divert range available.

I've nver understood this, PAYG networks I have used abroad allow the
full range of diverts (TMN in Portugul for example).
