Are all O2 phones unlocked?

I've been looking (and buying) at phones for sale on eBay.
It seems to me that a rule of thumb is:

Phone on O2 network = unlocked.

I've bought at least one phone (Nokia N95) and this has been the case.

I've been looking to buy other Sony Ericsson phones... and the phones
are *always* (well... nearly always - maybe I'm seeing things!) sold
in the following categories (not in any specific order):

- locked on Orange
- locked on Vodafone
- locked on T Mobile
- unlocked! (Typically somewhere in the listing the seller will say:
it's on O2 - so unlocked.

Am I missing something the rest of the world knows?

O2 don't lock contract hansets, but they do lock PAYG.
