The only way they can show prices without VAT is if they are business
targeted.
all others have to - by law.

To know that I would of course have to look at your bill, but the
obvious answer is that you are exceeding the allowance in some way. If
you cannot understand the charges on your bill then I suggest you go to
your nearest orange shop where they would be happy to explain it to you.
