Why would anyone actually want to do this? Surely stolen units can
still be traced at the point where the battery replacement is made.

What the 'uck is Ziphone?
e.g. Nokias from DCT4 have factory programmed IMEI Roms,
it requires surface mount soldering equipment to remove the Rom and replace
it

It's a Jailbreak utility for the iToy.

Not on all Nokia's unfortunately. Even some BB5 handsets are pretty trivial
with the right equipment. Anyway, AFAICT ZiPhone doesn't offer anything
other than the usual Jailbreak and activation havks.

Version 2.5 and up allows you to change the IMEI.

Indeed - unlocking via ziphone is indeed illegal now in that case. You
would have to unlock it via a non-IMEI-changing-capable utility instead to
do it legally.

it's fairly obvious, isn't it? stolen units are barred from the
network by IMEI number, thereby made useless.
you are aware that changing the IMEI is an imprisonable offence in the
UK, and in Ireland I believe carries up to a 5 year sentence?

Obviously I would never do this.
My concern is that if a thug steals someone's iPhone, they will be
able to resell it to fund their crack/heroine addiction. (assuming
they know about ziphone). However, at some stage the unit will be
sent to Apple for the battery replacement. Apple will be able to
check the iPhone's serial number (which, unlike the IMEI number,
cannot be altered).
I want the creator of ziphone to remove this function. But it may
already be too late.

Rubbish.
Most of the commercial unlocking equipment is capable of manipulating IMEI
data. Posession of the equipment is not illegal, but using it to alter the
IMEI certainly is.

Well having reminded myself of the specifics, the relevent piece of UK law
(Mobile Telephones (Re-Programming) Act 2002) actually makes owning and
supplying anything which can be used to reprogram or interfere with an IMEI
an offence, provided there is an intention to use it for that purpose (even
if no IMEI changing actually takes place).
So in effect merely owning "the knife" (so to speak) in this case can be
illegal, even if you don't stab anyone with it. However, since IMEI
changing is only one function among many of the ziphone software, you should
be able to argue that you never had any intention to use that particular
function.
So therefore I *think* (though IANAL) you should be able to use ziphone to
unlock an iphone legally, however to be sure it might be worth seeking a
jailbreaking tool without IMEI changing functionality to be sure.

My bad. My memory failed me and I was recalling that owning or supplying
anything that can change or manipulate IMEI is an offence, however I had
forgotten that it was only provided there is an intention to use it for that
purpose.
So yes, legitimate users of ziphone are probably on the whole ok (though
those who supply it might not if they reasonably expect it to be used for
IMEI-changing purposes).
