Every "locked" phone that I have owned has been network-locked and not
SIM locked. So what you are suggesting doing is likely to be fine.
Locking phones to specific SIMs is possible, but is rarely if ever
done in the UK.
As another alternative, you can ring up the network and simply say "I
am a PAYG customer and I would like to change to Pay Monthly using
your
SIM only tariff and my existing handset. At least some networks
are happy to do this without you having to even change your
SIM.
