I just got the same letter. According to the 3 T+C's, I can cancel:
Within one month of a detrimental variation to your agreement. You can
end the agreement within one month of us telling you about a variation
to your agreement (which includes your Price Plan) which is likely to
be of detriment to you. You must give written notice to 3 Customer
Services within that month and your agreement will finish at the end
of that month once we receive your notice. (A Cancellation Fee will
not be charged.)
It sounds like I can cancel? I'm about 12 months in to an 18 month
contract and could do with a change anyway. I'm going to write to them
and hope they allow me to cancel. From what it says I can't see that
they can argue much.

Have ebilling not paper billing, £1 saved.
and as for rounding up to the nearest minute I thought that was the norm.

Assuming 3 let me cancel the contract because of this, am I free to keep my phone? Also, how would one go about keeping my number as well as cancelling?

You can PAC your number out although you haven't finished your contract. All
that will happen is you are issued with a bill for the remainder of your
contract that you haven't fulfilled. This is where you take a gamble and
cancel your direct debit and argue the point that they changed their
T&C's.!!

They should let you cancel (any T&C that said they could unilaterally jack
up prices during the term would be an unfair contract term and void and
severable).
They may well argue.
Send a recorded delivery letter, terminating the contract on the grounds of
the disadvantageous change and request a PAC and a confirmed termination
date and charge.

I've just called 3 and been told that only customers who took a contract
before Oct 2007 can cancel. I asked where it stated this and was told it was
a policy handed down by Management. When I questioned it I was then told it
was a change forced on 3 by the government regulations and this was them
just complying.
What F'in BS. Letter to theregister.com & OFCOM coming up.

I've just been told exactly the same thing after being on the phone for
30 minutes, most of it spent on hold whilst the confused sounding guy
obviously spoke to someone in the background.
At least they're being consistent so far, which is something.

Cool, keep me posted, I don't intend on letting it lie there, I've got
their address and I'm gonna write in. Just fished out the T&Cs from
when I signed up, it clearly says you can cancel in section 10.
