Do any mobile telcos offer "choose to refuse" or barring specific
numbers. I may want to block a specific number (changing mobile tel no
is too much hassle for the saving involved): texts and calls.
Currently on T-Mobile.

No, the service is not available. There isn't even an ACR service available
in the UK.
The only workaround is to use a phone with software that allows you to
reject specific numbers: something like a Symbian powered phone?

If you are unable to do that, then, with some Nokias, you can assign
a silent ringtone to the rouge numbers. Just create a 'group', give it
your silent ringtone. Then set all the rouge numbers to be in that
group. You'll have to create the silent ringtone yourself.
