If you are both using phones with UK numbers then the answers are no
and no, regardless of which networks you are both on, and of which
country your friend is in!
You cannot be expected to know if a friend's phone is abroad or not, so
you will only ever pay the standard text rate.
Unlike with incoming calls, someone using a UK phone abroad has no
choice as to whether to accept an incoming text or not, so they will
not be charged.
On the other hand, if they choose to reply to you from abroad, they
will quite likely be charged around four times their standard text
rate.

In most cases you have no choice about accepting an incoming call either -
even if you reject it it is usually diverted to voicemail and you pay a
double whammy charge for the incoming call and the voicemail diversion back
to the UK. The only solution is to turn off voicemail when roaming (usually
requiring a call to the service provider). Very few people are still aware
of this problem.

That depends on the network. Vodafone, O2 and Orange don't charge for
voicemail diverts at all when abroad anymore so its only a problem on
T-Mobile/Virgin.

I was told that on O2 I would be charged if I was roaming abroad and a call
was diverted to my voicemail.

I had a text a few months ago saying that they'd stopped charging
now...haven't actually tried though so you may be right?!
Orange and Vodafone definitely don't charge though.
