I guess tricking people into buying a new phone/taking out a new contract is
probably the scam here, rather than a premium rate number con.

No, profit from running a "slamming" operation, i.e. texting people to
entice them to upgrade thier phones.

It is a known and proven fact that if Joe Public doesn't have to pay for
a call (directly) then he is more likely to use it than if he is or
perceives he is paying for it.
Get profitable business out of him and 0800 has paid for itself.
