Recently took a Vodafone contract out through Mobiles2yourdoor (part of
Phones4U) and got a PAC code from existing supplier (T-Mobile). Have
contacted Vodafone and they are refusing to accept the PAC code as the
phone was not ordered directly with them. Have contacted
Mobiles2yourdoor and they have confirmed that this is the case. They
state that this "should" have been highlighted at purchase time (online)
but I didn't see anything about this. I would have remembered as I have
had the number for 15 years and have transferred it between various
suppliers with no problems at all. Anyone else experienced this before?

Vodafone have always required PACs up front at the time of ordering. I
believe some high volume business users get exemption.

O2 and vodafone require you to use the PAC code at time of purchase
before the simcard is provisioned. I have used M2YD before but there
should've been something during the checkout process to add it.

O2 don't require it in advance if they will be billing you, only if you
buy through CPW and the such like where a third party service provider
bills you.

There is an option in the order process but it is easy to miss - especially
if you don't know that Vodafone requires (and is unique in requiring) the
PAC before the new account is opened. It's too late after that and there's
no flexibility from them. There have been lots of posts over the years from
other people who have the same problem.
It's a very bad system - I'm not sure how Vodafone get away with it
(probably the same way that mobile companies manage to avoid the Anonymous
Caller Reject regulations).
There's no technical excuse for it because even services that use the Voda
network (and Voda branded services) such as Asda Mobile allow porting in at
any time.
