Do they give you a new number, or can you keep your old one?
Also, what happens if the handset wasn't insured? Does an individual
have to pay for the full cost of a new one?

I would assume that you've had the line suspended immediately you
knew it was lost? Otherwise you will be responsible for the call
charges too. When my son had his picked from his pocket in Brixton,
the tea leaf had made several calls to Jamaica in the time it took
us to get the line suspended.

You ask the network operator for a new SIM card. The new SIM will
have the same number. The network is likely to make a charge for
    this - 3 charge £5, which isn't bad.

Check your house contents insurance - mine have covered loss of
phone, but otherwise you'll need to pay for a new one. If you hang
on to the old phones when upgrading then you just drop back to the
previous phone. One cheap option is to buy a PAYG handset and then
    put the SIM into that.

If you do want insurance, then do a search. You can insure a basic
handset for under £2 per month without paying the rates from the
shop or the network. As a general rule, you should only insure for
risks that you can't afford to take yourself.

Whatever the circumstance and wherever you go you can always keep your
    mobile number.

If they want to replace the phone yes. Or they can just carry on paying
the line rental without having a phone, or find an onld phone to put the
    replacement SIM card into.

You're made that statement so broad, that it isn't true.

Give me a "normal" circumstance and not involving moving away from the
UK to live that one could not keep theri moebiule number when changing
    to a new "deal".

Ahh, but you said '...WHATEVER the circumstances, and WHEREVER you go...'
so you weren't excluding moving away from the UK were you... )

I think that was Andy's point.

With most of the UK networks you can buy a new phone/contract and *then*
port your old number over to the new phone, this isn't possible with
Vodafone, you *have* to give them the PAC at the time of signing up for
    the new contract.

Actually you can still keep your number even if you do live outside
the UK. I've had the same UK number for many years now, and ported it
between different UK providers a couple of times, even though I've
lived outside the UK for all of that time. Its quite useful to keep
for people in the UK who want to send me text messages at their local
rate rather than sending at international rates to my local mobile.
