When using a mobile broadband dongle can I either use the standard 1, 3
or 7gb package for £10, £15, or £25 a month, or can I use the £5 a
month internet add-on which is unlimited in accordance with fair use,
this way will be much cheaper, but can i choose which to use or is the
internet add-on for £5.00 per month just for mobile handsets?

As I read it the £5 a month is only for mobile handsets and other use would
be breaking the terms and conditions.
In practice I expect you'd get away with it if you stay below 1GB per month.
