I think he would then have to pay the activation fee and a full month's service

A better solution is to buy the phone (perhaps from Best Buy, which I think has
a 30-day return policy) and make calls to *2 all over town, and particularly at
one's usual haunts (home, office, etc.) at various times of day, especially rush
hours. Only after you have a degree of confidence that Sprint's coverage,
penetration, capacity, and voice quality will meet your needs should you then
activate the phone and try it out some more.
