I'm gunna have to agree with the english part on this one, Call into verizon SPEAK CLEAR ENGLISH NOT EBONICS and explain your situation tell them you just moved. That the area you had previously lived in the phone had worked great, you LOVE the service you were getting before but wonder if it's just the handset. It's always a possibility of them giving you an early eligability to upgrade your phone. Aside from that, how ask yourself all the common sense questions i.e. have you dropped the phone more than a few times, is there water damage, heat exposure. It could just be an issue of abuse to the phone.
BTW i'm not trying to be a dick, just stating that if you called me store asking for help talking the way you were in this thread I would laugh at you and hang up.
