prepaid phone that works in US and Canada ?

Is there a prepaid phone that works in US and Canada (Montreal area)? IDk how many websites ive been to all say different things. I just need a prepaid phone that will work to call Canada from the US, and will also work in Montreal to call there locally, when I bring it with me when I cross the border.

The InPulse service will allow you to roam in Canada, as well as allow you to place calls to Canadian phone numbers.
