Check stores in Monterey Park. Google "monterey park california cell
phone stores" but I think you'll have to go there and hunt around the
various stores. The Taiwanese cellular stores are very likely to offer
unlocked phones.
I.e. check out "http://www.phonexusa.com/storeLocation.cfm". Every phone
on their site shows "out of stock" but this may be a web site issue, so
you could call them.
Often unlocked GSM phones are available on craigslist, sometimes new ones.

Frys has a display of Sony Ericsson phones that are unlocked.
