    I'm not sure what the MNC3 is, But, That means it's locked.

    No. PCS refers to the frequencies and the FCC rules to regulate their use, not
    to the modulation scheme (GSM/CDMA/TDMA/iDEN/AMPS/et cetera).

    Really? I've been watching, and have not seen a program for unlocking the 650.

    My Cingular Nokia 6820 (purchased March 2005) was unlocked right out of the box. I've used in Australia w/ a local SIM card.
