    You make a good point, although I think one of the issues is when you set up
    service over the phone there generally is no written contract. My issue with
    this is that frequently in the past you would be put into a contract without
    your knowledge. I haven't changed my service in a while so I don't know how
    it works anymore.

    Simply writing the BBB has a lot of value.
    The BBB *will* pass on your complaint to the company.
    At the very least you have shown that you are serious about
    your complaint, that you have contacted other agencies, etc.
    and that you are not liable to simply go away when they tell
    you "tough luck" or don't respond.

    I had a problem with one of those marketing scams that
    my wife fell for. I called the company numerous times resulting
    in rudely delivered replies to the effect of "Our sales people
    would never have said that, they would have clearly *****ed
    out the (hidden) terms, and you must be mistaken. Too bad."

    I put it in writing with the same response. I sent it to the BBB
    and CA Attorney General cc'ing the company. The attorney
    general (which I already knew) said they do not handle individual
    cases but appreaciated the complaint for their files and would
    write to the company that they had received a complaint. The
    BBB notified me that they would contact the company and
    to let them know if the company hadn't responded in some
    number of days. The company refunded everything and
    quit charging the credit card (which I had changed anyway
    when I disputed the charges through them also).

    My guess is that 90% of people do not persue small claims
    type of complaints past an initial phone call or letter. I think
    the rip-off companies play this. At the very least, contacting
    the BBB is a strong indication to them that you will be
    persuing the issue.

    If you are running a scam you want to minimize your visibility.
