    What that actually says is:

    The newspaper said Verizon Communications officials have been meeting
    to discuss a possible takeover of Sprint in recent days and have
    studied such a deal for 18 months. But it said it REMAINS UNCLEAR
    WHETHER VERIZON WILL MAKE SUCH A BID. [emphasis added]

    Now nothing more than a morning rumor- Vodafone denies talking to Verizon
    about a bid.

    "Verizon Unlikely to Bid Now for Sprint"
    <http://www.reuters.com/newsArticle.j...toryID=7094161>

    Verizon Communications Inc. has no imminent plans to bid for Sprint
    Corp., people familiar with the situation said on Tuesday, toppling a
    potential obstacle to Sprint's $37.8 billion bid for Nextel
    Communications Inc.

    Separately, Britain's Vodafone Group Plc denied it was in talks with
    Verizon, its wireless joint venture partner, about any offer for
    Sprint.

    Furthermore, according to
    http://www.internetnews.com/bus-news...le.php/3447801 such a move
    would face serious government opposition.
