    I will be a new Cingular customer in a week or two. I am already
    looking out a few months when I will likely want to change my plan to
    one with more minutes and another phone. Does Cingular allow this
    kind of upgrade while you are under contract? Without penalty?

    They will upgrade your plan with now penalty, however your phone will
    need to meet their upgrade policy.

    The phones will both be Cingular Motorola V551's.

    Here is there policy...There are exceptions for high spenders of course:
    If you signed a 12 month contract you are elgible 1 month before your 12
    month contract expires so that is 11 month.

    If you signed a 24 month contract it is done at 21 months.

    However, customer care can allow an exception upgrade - however if this
    is done - you will only pay 1 year commitment price on phone but have to
    sign a 2 year contract.

    ***IF*** they are allowed to allow the exception.

    New customer with no tenure it's very doubtful. The CSR's have a rating
    system on the computer that actually tells them if it's possible.

    But it never hurts to try.

    I guess I will just have to cross that bridge when I get there. On
    the surface it would seem a bad business decision to not allow the
    upgrade as their revenue would almost double, and the contract would
    be twice as long. Looks like all upside for them, and no downside.

    Changing rate plans is not called an "Upgrade." Current policy allows you to
    change to any rate plan at any time within the first half of your contract.
    In the second half, you must commit to 12 months to get any promotional
    elements of a rate plan (i.e.: unlimited mobile to mobile).
    BTW, this does not change the date that you can get a new phone at a
    discount.

    Adding a line is simple since each phone number carries its own contract
    date.

    "Upgrade" at Cingular means getting a new phone at the discounted rate.
    Current policy states the after 11 months of a one year, 21 months of a two
    year, a new contract may be signed that supercedes the existing contract. A
    two year customer can get full discount after 12 months if the average
    monthly bill is $75.00 or higher before taxes.
    Additionally, after 6 months, an exception or "protocol" upgrade is
    possible. You sign a 2 year contract and pay one year price (add 50 bucks).
    If an exception upgrade is performed, the new 24 month contract must be
    completed before the next upgrade. (Only one exception per contract term).
