Upon emination of my wife's bill for last month, I found 4 charges for
$1.99 each for "messages received" under the "Message, Content &
Application Charges". I did not find this on my own bill. When I called
Cingular, the CSR could not explain anything about it. He stated it
must be some "VIP service" that I requested. I told him that I have
NEVER been charged for receiving messages and only 10 cents for sending
them. He stated he would not be able to assist me. I then looke on my
wife's phone and saw messages from some outfit called "Jamster" that
were mailed to her phone about the time and dates of the charges. Their
web site states that they are a ring tone and graphics company. My wife
would never order such crap nor would I. She does not even use voice
mail! Secondly both of our phones are TDMA Nokia phones and, as far as
I know, cannot download those things. I feel like I have been screwed
like a prison ***** by somebody.

I think you're complaining to the wrong company. We've all seen the commercials on TV advertising Jamster. Those ringtones are not free, read the fine print at the bottom, they charge a $1.99. If those appeared on your bill, someone from that phone had to have downloaded it. They didn't just appear on the bill.

My guess is your wife downloaded one of those ringtones or graphics and thought that there was no charge. Also just because the phone is TDMA means nothing.

It's also possible someone went onto Jamster and used your wife's phone
number when prompted. I don't know if there is a way to reject incoming
    messages or not.

    Send a certified letter to:

    AT&T Wireless Correspondence
    P.O. Box 68055
    Anaheim Hills, CA 92817-8055

Put your complaint in writing, do not rely upon verbal discussions. You
should, if possible, make your complaint within 30 days of receiving the
bill. If it has gone beyond that, make sure to note that you attempted to
discuss the problem with a CSR, but that you were dissatisfied with the
    resolution.

You might also request documentation that these charges were authorized, and
ask for the contractual basis for the charge being posted to your bill.

I suspect that someone with a brain will read your letter and do the right
thing. But you really must do this in writing, regardless of how tempted
you are with giving CSR another go at this.
