    It's really easy, and there are thousands of complaints already filed
    against Cingular. When the FCC collects enough, they are required to
    take "action"....

    Yes there are- if you assume that each one is valid and from a unique
    customer, the satisfaction rate as measured by complaints is something along
    the line of 99.97% (300 complaints for every million subscribers based on
    2004 numbers- the 2005 mid-year numbers indicate a drop from 2004). Of
    course, even the FCC admits that not every complaint is valid and we have at
    least a dozen posters here who are likely file a complaint on a monthly
    basis.

    Care to point out where this mandate exists?

    I don't think a .03% complaint rate is going to gather much attention
    anyway.
