Is it locked?

I have a LG C1300i from Cingular pay as you go plan.

Is there anyway I can tell if it's locked?

Try a SIM for a different carrier (e.g., T-Mobile).

I bought my LG 1300i from Target and after I got home I popped in a
T-Mobile SIM and the display of the 1300i read "Restricted Access".
Meaning it is locked onto Cingular.
