Also, just to clarify, even if I'm buying a phone on eBay that says it
is unlocked to operate on the Cingular network I should still try to
ensure it operates at 850 as well as 1900>

Unlocked just means it will accept any SIM card. The frequencies it
operates on is a completly seperate issue. You should definitly check
to see what frequencies it will operate on.
