I have a GC83 card tied to AT&T. I tried inserting a Cingular SIM into
it, and it complained that it cannot use this type of SIM (64k
    Cingular).

What are my options. I do have an old AT&T SIM also. Will Cingular
activate this card again with an AT&T SIM.

Of course, they won't provide an unlock code. The program asks for an
unlock code with the cingular SIM in the card.

Any thoughts? I've thought about signing up now that they have the
$60/month promotion in my area (New England)

You are aware that the $60 promotion will expire at the end of the
year, then you will be charged the regular $80/month.

I forgot to add that this promotion is a two-year contract.

I'm pretty sure that what expires at the end of the year is the offer itself,
not the price, which I think is grandfathered indefinitely for those that sign
up, like other rate plans and options.

That would happen with any non-ATTWS SIM.

    No.

    A. Search the Internet for an independent unlocking service.

    -or-

    B. Sell the card and buy a different card, on eBay.

I would agree with John, here.
I had a voice plan for a long time that wasn't currently offered.

The other clue is that this "new" offer conveniently matches a Verizon
plan. I expect it to be continue to be offered.
The "unlimited data for one month, offer ending XXX" continues to have a
changing end date, and is still offered.

Have you asked? I would think they'd be more than happy to unlock an AT&T
device so you could commit to a 2 year Cingular contract.

I have asked about other phones, and they said no to those.

Not so. Probably too much of a tech support nightmare.

Verizon charges $60 if you have their voice phone too, for service that
is much faster (10 times often) so Cingular just can't go above that at
least until the get the higher speed service out there.

In actual practice, Cingular EGPRS(EDGE) is more widely available, much closer
than that in speed to EV-DO, and quite a bit faster than the more widely
    available 1x.
