Depends on what kind of computer and which phone.

Make sure the ringtone is in a correct format that is supported by the phone.
Many Sony Ericsson phones don't support WAV or MP3 formats.

I know this isn't a binary group but I really want to be sure I've
this right, so attached is a snap of the properties of my file

I use funformobile.com to send tones to my Treo 650, Motorola v220,
etc. It sends them via MMS, so you have to make sure you send the
correct file type. My Mot can play mp3s, but I have to send AMR files
to the Treo. Best of all, it's free.

That doesn't make it right. Binaries are specifically prohibited by charter.
In the future, please respect that. You can easily post your binary on a free
hosting service, and then post a link here.

    Two useful tools:

    Ringtone Converter
    <http://www.codingworkshop.com/ringtones/>

    floAt's Mobile Agent

Since I've been looking for something better to use on my RAZR than that
piece of junk Motorola gives out, I downloaded and installed it.

I didn't find it particularly useful or easy to work with, but must admit
that I've not done a great deal of fooling with it. But that's mostly cuz
it sucks up 100% of my CPU running I don't know what...did that even after
    I'd shut the interface down.

Am I the only one having this problem?

floAt's Mobile Agent is for Sony/Ericson, not Motorola.
mobile Phone Tools works well for me.
For Motorola, also try MobileEdit <http://www.mobiledit.com/>.
