So why do Cingular reps tell me I cannot do this?
    Are they just lying?

    They may simply be misinformed.

p.s. It's quite easy to test in a Cingular store -- just put a prepaid SIM in
a standard handset. If a locked standard handset works, then an unlocked
    handset will also work.

There is absolutely no difference. There's not even a difference in
the type of SIM card we use for prepaid phones. Exact same gemplus or
axalto 64k sim card. The only difference is the rate plan which is
prepaid. It doesn't matter what GSM cingular phone you use.

ANY phone can be used as a prepaid phone as long as it is compatible with
    Cingular. v551, v220, V3, z500, sx66, 6010,3120 (I could go on but I think
    we all get the point)

This would include unlocked phones also
