You are charged for incoming calls only if you answer and you are
charged if you answer no matter how short the duration of ringing.
The incoming wireless caller is charged for at least one minute if
the call is answered by voice mail whether set for five seconds or
thirty seconds. If he hangs up before voice mail answers or before
thirty seconds, whichever comes first, there is no charge to him.
By the same token, if you call a landline which has no voice mail or
answering machine, you will be charged for all the ringing time when
the person finally answers the phone. It is better for you to let
the phone ring about twenty seconds and redial immediately. If you
wait too long to redial, the called party will go back to what they
were doing and be too far away again. It could anger the person on
the other end so don't tell them that you just called a few seconds
ago.
