So Cingular offers unlimited calling to other Cingular phones.
Is there any way to look at a phone number -- especially in another area
code -- and find out whether it's on Cingular?
Is there a data base of that info online, for example?
Or is there no way but to call the other person and ask?

Call the number in question from your cell and then go to your account
online and check the details for that number. It should say M2M if it's on
Cingular and you have free mobile to mobile on your account.

if you don't have Cingular yet and want to find out if a particular number
is on Cingular before making your decision, you can email me the number in
question at Yeager1(one)@msn.com leaving out the word in parenthesis, and
I'll call it and post back here whether it came up M2M or not. Sometimes
the call log updates immediately and sometimes it takes a day.

With local number portability the only way to be positive is to call
and ask. However the following two sites help some.
http://fonefinder.net/ This one attempts to tell who is the provider,
regardless of whether it is a landline or cell phone number.
https://www.wirelessamberalerts.org/index.jsp
The second one is interesting. This site is actually to sign up to
have Amber Alerts text messages sent to your phone. If you just put in
a number though it comes back with who it thinks the provider is, or
it it is a landline it will tell you something like the number not
being in the database. These messages are free.
However, as I said there is no guarantee here of accuracy. I tried
them on my son's cell phone number and got two different results.

Go to the Cingular website and try to send a text message to that number.
You'll get an error if it's not a current Cingular subscriber. The downside
is that the subscriber of that number may be charged for your test message.

Third way would be to go to the source. The North American Numbering
Plan lists ALL areacode/prefix combos in use for landline and wireless.

As pointed out before, there is no way to tell if a prefix assigned to a
certain carrier hasn't been ported over to another carrier.

Here is another site that will help determine the carrier info, but
again as stated above there is no way of telling for sure because of
number portability. My wife ported her number from Nextel to Cingular
and through this site and others it is still showing up as a Nextel
number even though she has been on Cingular for 2 years now.

Cingular's parent company may come up as Blue License holding or
Southwesten Bell depending on where the number is listed.
