Today I recieved an email Ad about a new feature on their website and
some new family plan. The plan (I dont know how new since I havent
checked them since Nov) was a $59.99 family plan wih 550 min and the
unlim Nights/Weekend and Unlim M2M. Sounds exactly the same as my
curent $69.99 plan with 700 min. Does anyone know if the plans are
exactly the same and if I can change to it?...are there any penalties,
fees, longer commitment, or extended times until phone upgrade
eligiblity...and so on.

I have switched plans ONLY a few times without any penalty. To do this I
called customer service but I'm sure you could go to the store and stand for
hours and get the same results. A month ago I switched from a family plan
with 500 minutes to the family plan with 550 minutes at no cost and with no
impact on my current contract expiration date.

It was a holiday special that was supposed to have expired by now.

That plan has been around for a long time, and afaik, is still available. I
considered switching to it - I now have a 600 minute regional plan without
free M2M, and 5000 night/weekend minutes, for $49.99 for 2 phones.
If you switch, you don't have to change your contract, but you can't carry
over more than one-month's rollover minutes. They had offered me an extra
couple of hundred rollover minutes if I wanted to switch last week to make
up for it (I was considering leaving to get a deal on new phones, but they
talked me out of it by giving me some good deals like a free month, free 3
months of basic media, and no upgrade/activation fees for new phones, plus
they threw in the extra rollover minutes anyway).
