Likewise Steven's flat statement, which simply isn't true. Differences
between carriers are actually small, probably within the sampling error, and
the results for Cingular and Sprint-Nextel are obviously distorted by
inappropriately combining dissimilar technologies and networks (e.g.,
TDMA/D-AMPS + old GSM + new GSM; CDMA + iDEN).
This has been beaten to death so much that it's not worth more verbiage than
that. If you missed the details of what's been said, Google Groups is a good
way to access it.

Is this true? I just signed up with Cingular and they are charging me
$59.95 for unlimited data.

The $20/month package is intended for handsets only. "Tethering" to a laptop
(and presumably use of the SIM in a PC Card in a laptop, although that isn't
explicitly stated AFAIK) is prohibited, but does work.
Cingular will often refuse to give you the $20/month package if you've bought
a PDA or PC Card. The trick seems to be saying that you only want to use it
on your phone.
Note that the $20/month package does have some restrictions as compared to the
$60/month laptop package, notably the inability to use VPN, plus no Data
Acceleration. Other than that, it works quite well (e.g., Web, email, FTP).

The $20 per month is for MediaNet Unlimited (see
"https://www.cingular.com/media/media_net_purchase"). This is for web
browsing on your phone, not on your computer or PDA.
Cingular states "MEdia Net packages are not intended for tethering.
Cingular reserves the right to remove customers from MEdia Net packages
for the use of a wireless device as an interface to other devices or
networks, as determined by Cingular, including but not limited to device
tethering."
Many people do tether, using MEdia Net, and if they don't abuse it then
Cingular will likely look the other way. I don't think that you get
HSPDA or even UMTS with MEdiaNet. Still, for occasional use it's a good
deal if you don't get caught. Cingular probably realizes that for many
people, they can either get that $20/month or get nothing, since these
same people won't pay $59.99 per month (they'll either do without data,
or use Sprint or Verizon which are the same price but provide higher
speed data and wider high speed data coverage).
In short, unlimited data on Cingular's high speed network is $59.99 per
month, the same as what Sprint and Verizon charge (though with Sprint
and Verizon you get both higher data rates, and many more areas where
high speed data exists (not to mention much better wireless coverage for
voice, try using a Cingular phone in places like Tilden Park!).

In fact Cingular has comparable speed with UMTS/HSDPA, and even wider coverage
with EGPRS(EDGE).

In fact Cingular has very good coverage in the San Francisco Bay Area (where
Tilden Park is located), arguably the best of any carrier given that GSM
customers have free access to both the ATTWS "blue" network and the Cingular
"orange" network. All carrier have holes. Verizon works in places Cingular
doesn't. Likewise Sprint-Nextel. And Cingular works in places that Verizon
doesn't. Likewise Sprint-Nextel. Etc.

I checked with a Cingular company store, and was assured that UMTS data (e.g.,
streaming video) *would* work on my legacy $20/mo MEdia Net Unlimited package
*if* I obtained a new "3G SIM" for a UMTS phone.

I work in DC and live in Gaithersburg, MD. Coverage in DC proper is
excellent. There are a few "dead" spots on the commute home but for
the most part it's good.

Excellent coverage. I go to Rehobeth, Bethany and Ocean City and I get
