Is there such a thing as a GSM phone that ...
a) can be used with the Blue (old ATTWS) side of Cingular.
b) can be used with any removable SIM card
and most importantly
c) has *NO* data capabilties that incur additional charges. i.e. no
internet, no SMS, no IM, no mMode, no downloadable games, no
downloadable ringtones, etc etc etc.
At the moment we have a whole load of Motorola V180's which I thought I
had locked down by resetting the unlock code and locking all the "Web
Access" applications, but somehow some of our seasonal employees
(mostly students) have managed to rack up some fairly chunky data
charges.
I have asked Cingular to block those services, but they said they
couldn't, so what I'm looking for now are phones that are incapable of
incuring data charges.

Perhaps it has something to do with the AT&T side but I know that Cingular
has no trouble blocking web access on their accounts. By definition, if
it's AT&T service you will need an AT&T SIM.

I use the nokia 1100 for exactly those reasons. can be bot online for
$30

Tell customer service to remove the pay-per-use internet "feature".
That will disable most data access. Perhaps there's a similar
pay-per-use option for SMS and such that can be removed from the
account.

Be more persistent -- ask again (firmly but politely), more than once.
Cingular can and will block all data services if you insist.
