If unlocked with the correct bands (850 and 1900), yes.

I just got my K800i yesterday and am using it with Cingular with no
    problem.
However, I was told that it's not going to work with Cingular's 3G
features, like 3G Video, not because it's not compatible, but because
nobody, including Cingular, has instructions on how to program it
    properly for 3G. I'm investigating.

For starters, you need a "3G" SIM, not a regular 64K SIM.

I got my K800i last Monday, no problem for using with cingular except 3G,
the maximum speed I can get is 115k, I'm in Chicago area, my SIM card is 3G
SIM card, I connect internet via cingular wap (Media Works).
