That said, at least some SMS messaging was working in north
Dallas/Farmers Branch area. My SMS log shows incoming messages at
3:38pm, 3:58pm, and at 5:47pm our time--voice was definately down during
that period.

If the control/signaling channel is down, nothing works.

I think the point was that SMS does not use the data channel as you indicated
