Why should they? There is no service guarantee. In fact, just the
    opposite.

Just the opposite ... You mean they guarantee no service

So much for having the fewest dropped calls.

At first I thought maybe someone went to pull a plug on TDMA and pulled
    it on GSM instead.

Blame that on suckers (everyone look in the mirror) who just blindly
sign the dotted line. If the vast majority of the public refused to
sign such one-sided contracts, then these fascist cellular companies
would be forced to offer fair contracts.

Seems to me their dropped call metrics were unaffected - they can't drop
a call that was never established.

But all the calls dropped when the service went down. I don't think
compensation is considered for an outage that lasts only a few hours.
After all, if it was prorated, the loss of three hours of service is
    around 20 cents for a $48/month bill.

When I asked about compensation (180 Rollover minutes might be
appropriate) I was told (and NAVASS of course will argue with):

"I could give you credit for 1 days service, but if the outage continues
into a second day, I couldn't get you any more credit".

When I called on my land line, the nice lady told me she was really
    sorry...

Re: Cingular OUTAGE for all of Texas

My Cingular service here in Michigan went bad Wednesday also. My
signal dropped to zero, though as I traveled in the Detroit area today
(Thurs) it occasionally returned to two or three bars. I called
Cingular and was told that the Texas outage also affected my area! The
rep said the towers went out and the problem is intermittent. I called
again and this time a different rep said my problem is related to
Cingular working on the former AT&T towers. In any case, my service is
    next to non-existent.

The latter (integration of orange and blue networks) is the likely
cause. There's normally not much disruption, and usually not for too
long. It nonetheless is a good idea to call in a trouble report and ask
    for some credit (rollover minutes).
