I'm due for an upgrade and I'm waiting for the Moto Krazr (December?). How
much is the allowance for an upgrade? I'd consider starting a new contract
if the discount is bigger...then canceling the old account since I'm no
longer obligated to any particular length of service. If I did that, could I
port my number to the new account?

No. Dumb as they are, they're on to that kind of gaming the system.

As learned on a phone call last week with Cingular, their policy was to not
allow more than one account per billing address...unless one is a business
and non-business account. I learned that when I tossed out the idea of
dropping Cingular as they won't allow individual call-ID names and rep
said I could simply turn it into a business account...but the wait
after she transferred me was too long and hung up.

So, by that logic, a husband and wife would not be allowed to have different
cell phone accounts? It's been several years, but I did just that with a
Cingular account once. Started a second one and immediately canceled the
first. I fulfilled my contract obligation and I didn't really care that much
about keeping the number. I've been a loyal customer for at least 15 years
starting out with AT&T. I think I'm entitled to at least the same discount
on a new phone/contract as a new customer.

New customer incentives are typically better than existing customer
    incentives.

I have more than 1 account at the same billing address, but they are
for different area codes, 1 account for each area code.

Cingular DOES allow individual call-ID names on regular consumer
accounts. I currently have 9 cingular phones on my accounts, and each
one has a customised call-ID that I requested.

I should have worded it as:
"their policy was to not allow more than one account per billing
address *for the same person*", but then...you know the accuracy
of information provided by CS reps is inversely proportional to how
close to end of shift. [joking]

In your case, there are two different accounts.
