While this is old news there is an interesting twist.

Cingular has a contract with the Chicago Public Schools to provide
around 12,000 cell phones & service.

What I am looking at takes a double look. CPS. In the state of
Washington CPS means Child "Protective" Services. CPS does anything but
protect children. So while CPS means a good thing in Chicago,
especially to Cingular, it has a very negative connotation here.
