    Okay, I had a question. I was looking to purchase a prepaid Cingular phone
    from Wal-Mart. I want to know if I can use it to surf the web and check
    email on the phone.

    No. AFAIK, no major US carrier allows data access on pre-paid plans.

    AT&T allows GPRS data use (at 1-3-cents/KB!) on their "GoPhone"
    sort-of-pre-paid phone, but the price structure on GoPhone is more like
    post-paid (no rollover minutes, you select a monthly price plan, etc.
    essentially GoPhone is a "regular" plan without a credit check- you allow
    them to automatically charge your credit or debit card each month.)
