Cigular SIM IS LOCKED, not the phone. If you try that phone with
T-Mobile or ATT sims, you will see the different

I disagree -- with a Cingular SIM in my unlocked standard firmware SE phone,
those menu options are visible, and I can see other GSM networks -- I just
can't select them (thanks to the SIM programming).
