There is an option in the phone's menus to turn it on. But you cannot just
hit a button to turn it on as required.

You can of course only see the ID of the cell you are currently connected
    to.

Do you mean the cell ID proper (numeric and unique)? Or the
"area info" cell name (text, and often not unique) that's
broadcast on CB (cell broadcast) channel 50 in some parts of
    the world?

Assuming your K750i is like my V600i, you can show the CB
message on the display. Look for "Area Information" in your
manual for instructions on how to display this. It should be
under Messaging/Settings/Area Info/Reception. If you get
    prompted for a channel number, it's "050".

Cell ID cannot be displayed on the screen to the best of my
knowledge. But you can read it via a modem "AT" command over a
serial cable, IrDA or Bluetooth connection. The command is

    AT+CREG=2

This will automatically dump the LAC (location area code) and
cell ID to that serial connection every time it changes.

The CB area info message can also be read in the same way
(automatically dumped with each change), but in PDU-mode (needs
decoding). The composite command to do this is

    AT+CNMI=2,0,2,0,0;+CSCB=0,"50"
