I think this is some Roger's "slopware".
Once or twice a week my phone asks me if I want to update the time
when I turn it on. If I press NO (repeatedly) I am ignored.
I f I press yes, it sets the time incorrectly, usually 3 or 4 hours
fast. [ My time zone is set correctly.]
This was never a problem before the Roger's takover of Fido.

You are lucky you re only being sent to Halifax. My M55 would wander off
to strange places all around the world to cities I had never hear of
before in Asia, Africa, mid pacific etc.

If you look carefully on the M55, there is a way to prevent automatic
updates of the clock. You then set it to Toronto and not worry aboiut it
anymore. (but you have to do the DST changes yourself).

Rogers' network is the culprit in this and there isn't much we can do
    about it.

Rogers is a newbie inexperienced GSM carrier. Remember that they started
conversion from the old TDMA to GSM just a couple years ago. It will
take a while for any experience Fido had to permeate to Rogers, and in
such takeovers, the experience of the smaller company is often blocked
because people of the bigger company want to protect their own turfs/jobs.

Phone and complain -- I did about three weeks ago, just before I left
town for a week, since returning my phone has been in the correct
    timezone...
